Immediately after the disaster, UN-HABITAT formed a team to coordinate its response to the tsunami. The team is led by UN-HABITAT's Disaster Management Programme and assisted by agency's Regional Office for Asia and the Pacific (ROAP) based in Fukuoka , Japan , and staff on the ground in Sri Lanka Indonesia and Thailand . The agency also collaborates with the wider United Nations system, under the aegis of the UN's Office for the Coordination of Humanitarian Affairs (OCHA) which launched a consolidated Flash Appeal for funds to address the immediate needs of the tsunami victims.
The consolidated United Nations Flash Appeal identified needs of almost US$ 1 billion to respond to the needs of tsunami victims. Of the projects outlined in the Flash Appeal, UN-HABITAT is the lead agency for two projects amounting to US$ 11 million relating to shelter and urban services and is a partner agency for a further three projects valued at US$ 65.1 million to rehabilitate housing in Aceh, restore partially damaged houses, and support safer housing initiatives in Thailand.
Japan has shown extraordinary support in the response activities undertaken by UN-HABITAT and has earmarked US$3 million of emergency funds to UN-HABITAT under the Flash Appeal.
UN-HABITAT's Regional Office for Asia and the Pacific based in Fukuoka Japan , has also received pledges from a wide variety of groups including the Fukuoka Prefecture , Fukuoka City , the Foreign Students Association, Singapore Airlines in Fukuoka , a number of NGOs based in Kyushu Island and ordinary citizens.
