| The Establishment of the Housing Rights Monitoring/ Indicators
One of the activities of the Housing Rights Programme geared towards the implementation of the Global Campaign is the establishment of a housing rights composite monitoring/indicators. An Expert Group Meeting on Housing Rights Monitoring, organized jointly with the OHCHR as part of the implementation of the UNHRP was held in Geneva (Switzerland) on 26-28 November 2003. The meeting was held to finalize the development of the composite index and to develop a global framework/mechanism for compiling inputs to the index. A discussion paper was prepared on a background report and was used during the Meeting to further advance the development of this evaluation system. Fifteen Indicators were agreed on and these will be put in a questionnaire format in due course. A report on the advanced indicators is now being prepared for the approval of all the participants and will then be forwarded to the Economic Social and Cultural Rights committee for approval. It will enable comparisons between countries, and more importantly, it will allow monitoring of the progressive implementation of housing rights within individual countries.
The Housing Rights Programme is a joint venture of UN-HABITAT and the Office of the High Commissioner for Human Rights designed to promote the progressive realization of housing rights and affiliated rights necessary to attain adequate housing for all.
