Tenure, more than ownership appears to be emerging as one of the most important keys to
reaching the goals to which our leaders have committed themselves in regards to slum dwellers.
In many cases we have learned more from the people than we have taught them. And we have
learned that they want to feel that they will not be arbitrarily moved. Tenure doesn't necessarily
mean ownership, or even collective, community ownership. Sometimes it could be as simple as a
promise that the people will not be moved.
