Biya, President of the Republic of Cameroon and members of his government;
His Excellency President Joachim Chissano, President of Mozambique and
current Chairman of the African Union; other Honourable Ministers and
members of the Government of Cameroon; the Ministers of Finance, and Local
Government in charge of decentralisation from around Africa; His Worship,
the Honourable Arthur Hussene Canana, the Mayor of Maputo and Chairman
of the Political Committee of Africities 2003; Chairman Nicolas Amougou
Noma, the Government Delegate for Yaoundé Urban Community; Your Worships
the Mayors, and Honourable Councillors; Members of the Diplomatic Corps;
the United Nations Resident Coordinator and Sister UN Organizations; and,
representatives of our bilateral and multi-lateral partners. |

| The launch
of the WASH Campaign 6 October 2003 - I am glad that I was
able to join with you this afternoon at the launch of the Brazil’s national
WASH campaign, being launched by UN-HABITAT’s partners in Brazil. I congratulate
the Water and Sanitation Collaborative Council, its Executive Director
Gouri Ghosh and the regional coordinator Ana Machado for working closely
with UN-HABITAT to bring WASH to Latin America and the Caribbean. |

first extend my warm welcome to this eminent group of persons for joining
us today in this Panel Discussion organized on the occasion of the World
Habitat Day. The theme for this year’s observance is Water and Sanitation
for Cities. |
| The Launch of
the National Campaign for the Regularization of Tenure and Good Urban Governance
in Brazil 7 October 2003 - Yesterday, on the World Habitat
Day of the United Nations, we drew the attention of the world to the plight
of hundreds of millions of women, men and children who live in slums,
without decent housing, without clean water and sanitation, without hope.

is used to encourage practical and realistic change at local, national

great pleasure to be here on the eve of International Women's Day. This
is the day that women all over the world celebrate their achievements.
And what could be more appropriate than to gather here in Nairobi to honour
10 Kenyan women award winners, and 30 nominees, who are a testament to
women's courage and ability. |
| Sustainable
Local Government, Sustainable Development: Involving the Private Sector
and NGOs, South Africa 4 April 2003 - wish to begin my speech
by acknowledging the leadership role taken by the Government of South
Africa and His Excellency Thabo Mbeki, President of the Republic of South
Africa, in promoting international development issues. It was only recently
that the Government of South Africa hosted the World Summit for Sustainable
Development and today the Commonwealth Local Government Forum Conference.

this invitation from my friend Senator Tim Wirth. Tim joined me in Johannesburg
during the World Summit on Sustainable Development last year. He brought
a clear vision and a rare commitment for Africa to the Summit. I, therefore,
owed him this trip. |
