The Committee of Permanent Representatives (CPR)
Overview
The Committee of Permanent Representatives (CPR) to the United Nations Human
Settlements Programme, UN-HABITAT, serves as the inter-sessional subsidiary
body of the Governing Council. Its terms of reference are as follows:
- To review and monitor, within the policy and budgetary framework provided
by the Governing Council, the implementation of the work programme of UN-HABITAT
as well as the implementation of decisions of the Governing Council;
- To review the draft work programme and budget of UN-HABITAT during their
preparations;
- To prepare draft decisions and resolutions for consideration by the Governing
Council; and
- To meet at least four times in a year with the participation of the Executive
Director of UN-HABITAT.
Membership of the CPR comprises all Member states accredited to the United
Nations Human Settlements Programme (UN-HABITAT).
Bureau Members
The Bureau of the CPR is composed of five members, representing the five regional groups of the United Nations who are elected on a rotational basis to serve two-year terms. The current composition of the Bureau for the biennium 2006-2007 is as follows:
H.E. Ms. Elisabeth Jacobsen, Chair of the CPR and Permanent Representative of Norway to UN-HABITAT (Western European and Others Group);
H.E. Mr. Solomon Karanja, Vice-chair of the CPR and Permanent Representative of Kenya to UN-HABITAT (African Group);
H.E. Mr. Wojciech Jasinski, Vice-chair of the CPR and Permanent Representative of Poland to UN-HABITAT (Eastern European Group);
Mr. Fernando Rolandelli, Vice-chair of the CPR and Deputy Permanent Representative of Argentina to UN-HABITAT (Latin American and the Caribbean Group); and
Mr. Imran Yawer, Rapporteur of the CPR and Deputy Permanent Representative of Pakistan to UN-HABITAT (Asian Group).
Past Members of the Bureau
Working Groups of the CPR:
At its meeting which was held on 9 February 2006, the Bureau decided the following:
- To collapse the Working Group on Policy and Programme Matters into one Working Group entitled Working Group on Policy, Budgetary and Administrative Matters.
- This Working Group will be chaired, jointly, by H.E. Mr. Solomon Karanja, Permanent Representative of Kenya to UN-HABITAT, nominated to the Bureau by the Africa Group and Mr. Fernando Rolandelli, Permanent Representative of Argentina to UN-HABITAT, nominated to the Bureau by the Latin America and Caribbean Group (GRULAC).
- The Working Group on Preparations for the World Urban Forum has been retained and will be chaired by H.E. Mr. Wojciech Jasinski, Permanent Representative of Poland to UN-HABITAT, nominated to the Bureau by the Eastern European Group.
Goal:
To promote cooperation in the implementation of the Habitat Agenda and to
address the global challenges of Human Settlement issues through collaboration
with UN organizations and agencies and with inter-governmental bodies and other
UN-HABITAT agenda partners.
