Essaouira is a coastal town with 70.000 inhabitants. Its economy relies mainly on tourism and handicraft production. Urban growth of Essaouira is a serious threat to its environment. especially to the coastal area and the dunes surrounding the town.
The project started in 1996 with the support of the Post Graduate Centre for Human settlements of the Catholic University of Leuven, Belgium.

The project focused mainly on the following issues:
- Managing the city cultural heritage
- Working on the Mellah neighbourhood rehabilitation
- Creating a green belt and an urban park
- Greening of the city
The project greatly contributed to the inscription in December 2001 of Essaouira in the UNESCO list of World Cultural Heritage.
During 2002, the project was institutionalised within the mechanisms of the Essaouira municipalities. Financing of the project activities was supposed to be provided by the municipal budget and financial support from the Province. However 2003 as a local election year, did not allow that the funding be made available. During 2003, the project continued to function with limited local resources. In 2003, the project activities mainly concentrated on:
- The implementation of the green belt project funded by the TotalElfFina foundation
- Development of activities with the support of Eterbeek ( Belgium ) through decentralised cooperation mechanisms
Being in the Marrakech Tensift Al Haouz Region, the Essaouira LA21 Project is integrated in the network of urban centres of the Region supported by the Regional LA21 Project.
