LOCAL
INDICATORS FACILITY
Background
The
Local Indicators Facility (LIF) is an initiative by the Global Urban Observatory,
with support from the UK Department for International Development (DFID), to
address the large demand for locally driven indicators and capacity building
at the local and national levels among urban observatories. The LIF focuses
on longer-term capacity building at these levels to help generate and use information
for improved urban management and public accountability.
Mission
The
LIF mission is to support efforts by governments and donors to strengthen in-country
capacities for monitoring urban and local government performance. More specifically,
the facility aims to:
- Build the capacity
of municipal governments and local stakeholders to measure the performance
of their own urban programs and services;
- Strengthen local
government's transparency and accountability through the public disclosure
of information on local government performance; and facilitate community participation
in the monitoring process.
Focus
LIF
will focus its efforts in:
- Helping municipalities
and other local stakeholders to generate and use the information that they
need for strengthening their own decision-making and accountability processes.
- Developing and
piloting new techniques to build information systems into municipal management
systems in order to improve urban management and governance.
- Promoting the
development of municipal performance monitoring as a key component of municipal
reform and investment programs of the international donor agencies.
- Improving cooperation
between national statistical agencies and local authorities to strengthen
local performance management capacity.
Client groups
The LIF is targeting
1. City stakeholders
involved in:
- Urban Observatories
established with the support UN-Habitat;
- City strategic
planning exercises (e.g. Cities Alliance-supported city development strategies);
- Urban development
projects financed by a range of multi/bilateral development agencies;
Fiscal, management and policy reforms.
2. National and
sub-national government agencies involved in national and sub-national poverty
monitoring exercises.
Products and
services
The LIF is currently
in the process of developing a series of products and services. These include:
- Information Resources:
Operational guidelines for specific user groups; Good practice case studies;
Indicators Tools; Website; Newsletter; and Research.
- Training
& Advisory Services:
this will help transfer knowledge and skills to both decision-makers and technical
staff.
- Networking among
member cities: to connect cities and agencies with one another to facilitate
exchanges of performance management knowledge and tools.
- Operational Support:
to ongoing projects and work with international and local teams to employ
proven tools and techniques for integrating performance measurement systems
into urban operational activities.
