Building local monitoring capacity for urban management
One of the major functions of the Global Urban Observatory (GUO) is to assist cities and countries with developing and using their own indicators systems for monitoring city development and municipal performance. The GUO approach to local monitoring capacity development focuses on supporting clients with monitoring outcomes of their local development plans and policies and using the results for improved urban management. Through this process, we help cities with the collection and analysis of spatial data using household surveys, census data and GIS technology. The GUO also promotes and supports the establishment of “Local and National Urban Observatories” as the institutional home for urban monitoring systems in cities and national institutions.
The GUO is currently supporting a number of clients worldwide – local authorities, central governments, NGOs and academic institutions, with the implementation of country and city projects to set up national and local monitoring systems and networks of Urban Observatories. The projects focus on longer-term capacity building to generate and use information for improved urban management and public accountability in cities. More specifically, the initiatives aim to build the capacity of municipal and national governments to measure the performance of their urban development strategies, programmes and service delivery, to strengthen local government's transparency and accountability through the public disclosure of performance information, and to facilitate community participation in the monitoring process.
The GUO offers various products and services to clients who are interested in developing their own performance monitoring systems and setting up Urban Observatories. We provide technical and financial assistance for the implementation of local projects. The package of assistance includes technical advice on project design and implementation, seed funding, information resources, customized training programmes on urban monitoring systems and GIS, and free GIS software to eligible cities.
