| Abstract: The paper is an abbreviated version based on UNHRP Working Paper No. 1 with the same title, and presents a framework for the development of a set of housing rights indicators. The paper proposes a total of 18 housing rights indicators, e.g. indicators on housing adequacy, the process of fulfilment of housing rights, and denial and violation of housing rights. Once a final set of indicators has been agreed upon, these indicators will form the foundation for the establishment of a global system for monitoring the full and progressive realisation of the human right to adequate housing, as provided for in international instruments. |

| Abstract: Outlines the basis for developing the United Nations Housing Rights Programme, a joint initiative of UN-HABITAT and the Office of the High Commissioner for Human Rights to address and implement relevant resolutions of the Commission on Human Settlements and the Commission on Human Rights regarding the full and progressive realisation of the human right to adequate housing as outlined in the Habitat Agenda. The Programme aims to mobilise the potential and utilise the capacity of the stakeholders within the housing rights field at regional, national, and local levels. It is a major effort -- under the Global Campaign for Secure Tenure -- to address normative and operational issues contributing to the implementation of one of the two principal goals of the Habitat Agenda; adequate shelter for all. |

| Abstract: The Meeting was organized in response to resolution 15/2 of the Commission on Human Settlements. This report was prepared in accordance with resolution 14/6 of the commission, taking into consideration the legal, social, economic, political and practical aspects related to housing rights and the views and concerns expressed by some Member States, including those regarded the existence and/or legal status of the right to Right to Adequate Housing. In response to this, The meeting confirmed the existence of the right to housing as a distinct human right. |
