| Abstract: The paper is an abbreviated version based on UNHRP Working Paper No. 1 with the same title, and presents a framework for the development of a set of housing rights indicators. The paper proposes a total of 18 housing rights indicators, e.g. indicators on housing adequacy, the process of fulfilment of housing rights, and denial and violation of housing rights. Once a final set of indicators has been agreed upon, these indicators will form the foundation for the establishment of a global system for monitoring the full and progressive realisation of the human right to adequate housing, as provided for in international instruments. |

| Abstract: The Meeting was organized in response to resolution 15/2 of the Commission on Human Settlements. This report was prepared in accordance with resolution 14/6 of the commission, taking into consideration the legal, social, economic, political and practical aspects related to housing rights and the views and concerns expressed by some Member States, including those regarded the existence and/or legal status of the right to Right to Adequate Housing.
