As a joint initiative between UN-HABITAT and OHCHR, the Programme operates within the framework of the mandates of both organizations, particularly as a fundamental tool for the Global Campaign for Secure Tenure. UNHRP is implemented in close consultation with the Special Rapporteur on adequate housing and relevant United Nations treaty bodies, such as the Committee on Economic, Social and Cultural Rights. Civil society and non-governmental organizations, women’s organizations, National human rights institutions,research and academic institutions and associations of relevant professions and local authorities are expected to play important roles as partners in the implementation of UNHRP. Among these, the Programme has collaborated closely with the Centre on Housing Rights and Evictions (COHRE) during the inception and first phase of the UNHRP. An ongoing part of this collaboration is UNHRP support for the publishing of COHRE's Housing and ESC Rights Law Quarterly.
