Abstract: A review of housing rights in international and national law, including a discussion of housing rights as progressive legal obligations. The report also reviews selected adjudication, e.g. how housing rights legislation is being implemented. The report illustrates that effective constitutional and legislative measures on the right to adequate housing are not only realistic but have already been used successfully in a number of countries. The examples presented provide a framework for model legislation with respect to specific components of the right to adequate housing.

It also includes ratification information and interpretative documents by the United Nations Committee on Economic, Social and Cultural Rights (such as the full text of relevant General Comments to the International Covenant on Economic, Social and Cultural Rights), and other entities. The latter includes the full texts of two of the most important interpretative texts relating to economic, social and cultural rights: the Limburg Principles on the Implementation of the International Covenant on Economic, Social and Cultural Rights and the Maastricht Guidelines on Violations of Economic, Social and Cultural Rights.

UNHRP Working Paper No. 1: "Monitoring housing rights: Developing a set of indicators to monitor the full and progressive realisation of the human right to adequate housing"
Abstract: This background paper for the 2003 expert group meeting on housing rights monitoring presents a framework for the development of a set of housing rights indicators. A set of 6 housing rights elements and 17 housing rights indicators is proposed in the report. Once a final set of indicators has been agreed upon, these indicators will form the foundation for the establishment of a global system for monitoring the full and progressive realisation of the human right to adequate housing, as provided for in international instruments.

Requirements of the various electronic formats:
Icon of CHM (compiled HTML) files. CHM (compiled HTML) files require that the computer is running Microsoft Windows 98 or later -- OR Microsoft Windows 95 WITH Internet Explorer 4 (or later).

ZIP files have been included to overcome restrictions at some web-sites with regard to transferring CHM files. The files require WinZip or similar to uncompress the files. Once such files have been unzipped users will be able to open the CHM file which it contains.
Icon of HTML files. HTML files can be read by all browsers.
Icon of PDF files. PDF files require that the Adobe Acrobat Reader is installed on the computer.
The 'green' files includes hyperlinks and are considerably larger (and thus slower) to download.
