At
the Nairobi Conference, the Representative
of Morocco, on behalf of the Government of
Morocco, offered to host the next IFUP International
Conference in Morocco in 2001. On 15th November
2000, an agreement was signed between the
Government of Morocco, represented by the
Minister of Employment, Vocational Training,
Social Development and Solidarity and UNCHS
(Habitat) acting as the designated Secretariat
of the Forum for the period 1999-2001. The
organisational arrangements for the fourth
venue of IFUP were agreed upon.
Under
the patronage of his Majesty the King Mohammed
VI, the
Conference was held in Marrakech, Morocco,
from 16th to 19th of
October 2001.
Embarked
on an in-depth modernisation process that
includes
decentralisation, promotion of local partnerships
and privatisation,
Morocco, the City of Marrakech and various
partners, including the
private sector and civil society, have illustrated
the thematic issues
of the Forum.
The
objectives of the Conference were as follows:
- To
present and discuss the achievements since
the Nairobi
Conference;
- To
draw the lessons from activities undertaken
under the two
thematic issues and in each region;
- To
prepare the creation of the Urban Forum.
The
two main organisers of the conference were
UNCHS, as representative of the Secretariat
of the Forum, and the Government of Morocco,
the host of the Conference. Partnerships
are finalised with the private sector, international
associations of local authorities, international
coalitions of NGOs and major international
development agencies.
The
Conference was organised in plenary sessions
and three working group sessions. Regional
sessions and parallel events were organised
by members and host city and country.
UNCHS
had established a team composed of focal
points on the two themes of the Conference
and representatives from relevant programmatic
areas of the Centre. An international scientific
committee has been established to review
substantive organizational issues and all
documentation produced by and for the Forum.
