The
Fourth Global Forum on Reinventing Government sets as its
major objective to explore new mechanisms that can lead
to viable and innovative governance solutions based on the
principles of dialogue and partnership. The Fourth Global
Forum will provide Morocco and other countries with the
opportunity to share their experiences and inspire policies
that can help governments implement these reforms. Moreover,
the Forum will foster the dissemination of a clear message
of the belief in and commitment to good governance and to
partnerships for democracy and development. This message
can encourage other national and international institutions
to move in the same direction. In this respect, the Marrakech
meeting will provide an opportunity for thought and action
in line with the initiative in favour of a New Partnership
for African Development (NEPAD).
The theme of the Global Forum is "Citizens, Businesses
and Governments: Dialogues and Partnerships for Development
and Democracy." The Forum (12-13 December) will focus
on four sub-themes: i) strengthening public policies to
foster partnerships between the government, the civil society
and businesses, ii) redefining the role of the state and
its regulatory framework; iii) promoting local and regional
partnerships for economic development, and iv) reconciling
local cultures and universal values. Eleven parallel workshops
on capacity development will also take place on 10-11 December
as part of the Forum.

HIV/AIDS
and the Urban Management Programme
HIV/AIDS is a new theme for the Urban Management
Programme in Phase 4. Follow the activities and discussions
work on managing HIV/AIDS at the local level unfolds. The
programme will be carrying out eight city consultations
around local strategies for HIV/AIDS. Part of the new objective
will be to disseminate knowledge and good practice as well
as generating an active discussion to explore effective
ways to integrate pro poor and pro HIV/AIDS strategies into
Local Government and community actions. Watch for the new
UN-HABITAT HIV/AIDS web site being set up early next year.
