Responsibilities
This post is located in the United Nations Human Settlements Programme (UN-HABITAT). Under the direct supervision of the Chief, Information Services Section, the incumbent will be responsible for the following duties: i)Responsible for the overall management of the Information Management Unit (including Staff, budget allocation and information resources); ii) Develop Records and Archives policies and procedures, and promote their adoption throughout the organization. iii) Provide advisory services and make recommendations relating to: information management policies and procedures, records keeping practices, improvement and implementation strategies, resources requirements, file plans, retention schedules and procedures for transferring records to the section; organization and maintenance of UN-HABITAT information assets, records, preservation and disposition of records, information retrieval, identification and protection of vital records and information management policies and procedures, with emphasis on technological applications. iv) Oversee the retrieval and dissemination of records/documents from the archives and records centre for UN-HABITAT staff members. v) Research, analyse and evaluate new information systems for electronic records/documents keeping and retrieval. Serve as a project leader for the implementation, evaluation, testing and marketing of new information management applications in order to facilitate the storage, management and retrieval of information by staff members in UN-HABITAT’s offices around the world. vi) Serve as Library focal point for UN-HABITAT. Contribute to the formulation of Library policies and procedures and maintain links with relevant libraries worldwide. Provide training and guidance to all Library Staff for all activities derived from the new web-based integrated library information system as well as training for key partners such as the Permanent Representatives on the use of library resources including the UN's Official Document System (ODS). Make recommendations to Senior Staff Members for the development and management of UN-HABITAT’s collections within the UN Joint Library in Nairobi and coordinate the purchase of print and electronic publications requested by staff members. vii) Oversee all information processing and select dissemination of substantive information and current research on UN-HABITAT's themes to staff members. viii) Develop training material and user manuals, and train staff in the use of information management tools including record and archives systems and the organisation’s Intranet. ix) Serve as information architect/category manager/content provider for the UN-HABITAT’s Intranet to ensure that information, on the organisation’s Intranet, is posted in a coordinated and structured manner so that it can be retrieved easily by all staff. x) Perform other related duties as required

Competencies
Professionalism: Good theoretical background in information management, with specialisation and experience in archival/library science. Domains of professional knowledge include the following: recordkeeping, including records in electronic media; maintenance and disposition of records, including appraisal, conservation and migration management; records preservation and description; Experience of content management, implementation of Web/Intranet information architectures and taxonomy. Knowledge of research practises and trends both in archival and library sciences. Demonstrable conceptual, analytical and evaluative skills and ability to conduct independent research and analysis, identifying and assessing issues, formulating options and making conclusions and recommendations. Planning and Organising - Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.Technological Awareness - In-depth knowledge and experience of relevant technology and its application to archives and Libraries Commitment to continuous Learning - Willingness to keep abreast of new developments in the field. Communication - Demonstrable ability to write in a clear and concise manner and to communicate effectively orally. Ability to prepare reports, formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations. Demonstrated ability to develop and maintain effective work relationships with client groups. Leadership- Proven supervisory ability and technical leadership. Ability to maintain effective working relationship both as a team member and team leader



QUALIFICATIONS

Education
Advanced university degree (Masters Degree) with a specialisation in archive/information science or Information and Library science or a first university degree with a relevant combination of professional and academic qualifications.

Work Experience
At least five years of progressively responsible professional experience in modern archives, record keeping or information management functions in an electronic environment. Experience in Library management would be an advantage.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of French and other official UN languages an advantage.

Other Skills
Working knowledge of electronic document management system implementation and library integrated library systems such as wwwisis a distinct advantage.
