The 2005 Scroll of Honour Award Winners.

SPECIAL CITATION

UN-HABITAT bestows Special Citation on King Carl XVI Gustaf of Sweden
Nairobi, 27 March 2006 - Mrs. Anna Tibaijuka, Executive Director of UN-HABITAT, on Monday presented King Carl XVI Gustaf of Sweden with a Special Citation in this year’s UN-HABITAT Scroll of Honour Award for “his tireless campaigning to promote an environmentally sustainable human habitat”.

UN-HABITAT’s Executive Director, Mrs. Anna Tibaijuka, cited his longstanding commitment to the natural environment and climatic change. Recalling that he had instituted the King Carl Gustaf Environmental Competition and the “Royal Colloquium”, an international environmental symposium held regularly in Stockholm, she said: “King Carl XVI Gustaf has always emphasized in his work the importance of urban–rural linkages to ensure sustainable development.”

She also recalled that the King had recently brought to the foreground the links between climate change, natural disasters and their impacts on cities, towns and rural human settlements, saying everyone had to learn from these events. The Special Citation was presented to him at a ceremony in Stockholm.

The King has expressed particular interest in the educational work of UN-HABITAT and projects linking rural to urban development. As part of international recognition of his commitment to the field of environmental conservation, he was conferred the United States Environmental Protection Agency Award.


The 2005 UN-HABITAT Scroll of Honour Award Winners represent a series of best practices and examples from around the world that shine out in their commitment to the cause of improving human settlements, their innovative ways of reducing urban poverty and bringing relief to the victims of disasters such as the Indian Ocean tsunami.

Ms. Rose Molokoane , a South African veteran of the anti-apartheid struggle, is cited " for her tireless struggle to bring land and homes to the poor ." One of the most internationally recognized grassroots activists involved in land tenure and housing issues, Ms. Molokoane is one of two national chairpersons of the South African Homeless People's Federation. The federation has helped more than 150,000 squatters, the vast majority women, pool their savings. In recent years it has helped build over 15,000 new homes, secured more than 1,000 hectares of government land for development, and built many community centres.

The Municipal People's Government of Yantai in eastern China 's Shandong Province with a population of more than 1 million people is awarded "for transforming Yantai into a safer, greener and better serviced city". Over three years since 2002, the municipal authorities invested RMB 600,000,000 (USD 74 million) in a major renovation that started with a big publicity campaign and personal visits to the owners and residents of illegal buildings who were provided temporary accommodation. Underground water, heating gas and telephone and electricity conduits were channeled to each home. Roads were newly paved, buildings restored, and new residential blocks constructed. City parks were overhauled creating better leisure and recreation space.

The Municipal Basic Information Research (MUNIC) department in Brazil , set up in 1999, is awarded "for keeping Bazilians in tune with the Millennium Development Goals at city level." The programme pays particular attention to Target 10 on reducing by half the population without access to drinking water and sanitation by 2015. Conferences on MUNIC findings are held regularly around the country to ensure that the Government, municipalities, city officials, and urban residents are properly furnished with up-to-date information on housing, housing policies and programmes, financing and public services. With teams in 27 states, more than 1,000 specially trained technicians each year gather information on the country's towns and cities and produce detailed annual reports.

The Municipality of Kazan City on the Volga River deep in the Russian heartland, is awarded " for providing new housing and infrastructure for its poorest residents " during a post-Soviet Slum Liquidation Programme started in 1996 and completed in 2004. The city, which this year celebrated its 1,000th birthday, has a population of 1.1 million people. Financed largely by funds derived from oil sales, corporate and property taxes, investments and credits, new homes, roads, schools, hospitals and other infrastructure has transformed the once dilapidated downtown area.

Sri Lanka's largest Non-Governmental Organization (NGO), the Sarvodaya Shramandana Movement founded in 1958, is awarded " for the immediate rescue and rehabilitation of those worst affected by the tsunami." With a well established network created to improve human settlements nationwide, it was able to intervene effectively. Within hours of the disaster, it opened a national operations centre that provided half a million dollars worth of humanitarian aid in the first three months. The movement is now focusing on the longer term rehabilitation requirements. A major part of its work for the past 20 years has been devoted to building peace in the country's civil war through its Peace Secretariat.

Professor Johan Silas of Indonesia is awarded "for years of research and work dedicated to providing affordable shelter for the poor". Indeed, Professor Silas and fellow team members at the Institut Teknologi Sepuluh (ITS) count among their achievements a means of building a decent, serviceable new home in less than ten hours with simple material, tools and skills. In less than two months, about 1,000 of these units were built in Calang in Aceh Jaya, a Sumatra island town virtually destroyed by the tsunami. Professor Silas has constantly sought new ways of improving village housing in East Java, the most populated province in Indonesia.

Jakarta Metropolitan City is awarded "for successfully improving slums, and building new infrastructure to create an inclusive, cosmopolitan city". During two terms under the leadership of Governor Sutiyoso, Jakarta has been transformed in a safer, better serviced, and greener city. Slums have been improved, and many of the poorest provided new housing on specially allocated land, the city's anti-flooding canal system has been upgraded, its parks improved, and major public facilities have been reconstructed under a proven track record of public-private partnerships. Governor Sutiyoso, a retired Army Lieutenant-General, served his first term as Governor of the capital with its five mayoral districts from 1997-2002. His current term of office expires in 2007.

The UN-HABITAT Scroll of Honour award is conferred posthumously on North Sumatra Governor Tengku Rizal Nurdin "for showing unstinting, tireless leadership in bringing relief to tsunami and earthquake victims" in the aftermath of the twin tragedies of the tsunami and the earthquake in North Sumatra's district of Nias up until the day he died in an aircraft accident on 5 September 2005. Appointed as the Indonesian province's Governor for a second term (2003-2008), he was considered the "father of good governance" of North Sumatra for his drive to create a government that was transparent, open, people oriented and trustworthy. Although Pak Rizal, as he was more affectionately known, was the most senior leader in the province with a population of 12 million, he was considered a very approachable and soft spoken person. He leaves two daughters, Tengku Armilla Madiana and Tengku Arisma Mellina and his wife, Siti Mariam.

SPECIAL CITATION

Prime Minister Rafic Hariri of Lebanon
Prime Minister Rafic Hariri of Lebanon has been bestowed the prestigious Special Citation of the UN-HABITAT Scroll of Honor Award, 2004, for his outstanding and visionary leadership in the post-conflict reconstruction of Lebanon – the highest award given by the United Nations for achievements in the field of human settlements.


UN-HABITAT marked World Habitat Day on Monday, 4 October 2004, by honouring selected individuals and organizations for their commitment to the cause of human settlements development.

The panel of judges said the winners of the 2004 Scroll of Honour Awards were selected for their outstanding contributions in various fields ranging from the provision of shelter, highlighting the plight of the homeless, to leadership in post conflict reconstruction, among others.

For of his tireless efforts to uplift the lot of the poorest of the poor in Africa, President Joaquim Chissano of Mozambique has also been feted. A champion of the urban and rural poor in his own country, President Chissano never missed an opportunity as Chairman of the African Union to bring their plight to the world stage. He was instrumental in lending political support to the drive by African mayors to devolve authority to local governments so that basic services such as water, sanitation, electricity and shelter could be ensured.

Xiamen Municipal People's Government
in China is being honoured for the way it has worked tirelessly to ensure that everyone has adequate shelter. The concept began in 1980 when the city fathers launched the Economy Housing Project which raised funds amounting to US$8.66 billion. The sums were used to build 16.17 million square metres of residential houses boosting the municipality's main goal of "a decent roof over everybody's head."

In India, the Centre for Development Communication (CDC) earned its place in the prestigious list for its work in improving the living conditions of slum dwellers in Jaipur. Started with the main objective of promoting hygienic living conditions of urban and rural dwellers, CDC is the first organization in India to provide city-wide garbage collection, achieving success in street sweeping and transportation of waste for disposal and recycling.

Also making it into this year’s list is The Big Issue magazine. A current affairs and entertainment magazine written by professional journalists, The Big Issue is sold on the streets by homeless and vulnerably housed individuals as a legitimate alternative to begging. The ethos behind The Big Issue is that of 'A Hand Up Not A Hand Out' - helping the homeless to help themselves. The magazine campaigns on behalf of socially excluded people. Its charitable arm offers support and services to the homeless community enabling them to break the cycle of homelessness and move on with their lives. In 1994 The Big Issue founded The International Network of Street Papers (INSP), a global network of over 55 street papers in 28 countries.

For promoting water and sanitation services in Brazilian Municipalities. Founded in 1984 in Brasilia, ASSEMAE is a non profit entity that represents more than 1,700 Brazilian municipalities that manage the operations of water and sanitation services.

Mrs. Margaret Catley-Carlson - Canada
For her outstanding contribution to placing water and sanitation issues high on the global political agenda.

Weihai Municipal Government - China
For outstanding improvements in shelter and urban environment. Since 1987, Weihai Municipal Government has been working on a comprehensive management project to improve the living conditions, strengthening infrastructure, greening the environment ,and managing pollution and sanitation. The city has been honoured as the "National Hygienic City", "National Garden City", "National Model City of Environmental Protection" and "China Human Settlements and Environment Demonstration Award".

Mr. German Garcia Duran - Colombia
For defending the cause of sustainable human settlements in key international negotiations.

Ms. Zena Daysh - Commonwealth Human Ecology Council (CHEC)
For setting up ComHabitat, the Commonwealth Habitat Committee which is committed to raising the profile of Habitat and to the implementation of the Habitat Agenda within the Commonwealth.

Dr. Bindeshwar Pathak - India
For developing and helping to build twin pit pour flush toilets all over India.Commonly known as Sulabh Shauchalaya, the cost of each unit ranges from US$ 10 to 1000. Sulabh has so far constructed over 1.2 million individual toilets, liberating about 60,000 scavengers who have been provided with vocational training and rehabilitation.

For her outstanding commitment to the welfare of the displaced and vulnerable persons in Northern Iraq

Pamoja Trust - Kenya
For playing a key role in upgrading informal settlements in Nairobi which includes providing slum dwellers with clean water and decent sanitation.

Mrs. Sankie D. Mthembi-Mahanyele - South Africa
For spearheading the South African Government's strategy to ensure the delivery of 1.45 million housing units over 8 years, housing 6 million poor people. This strategy included transferring 400,000 old council home, worth R32 billion, to the people who had been previously renting them. This has benefitted about 2 million people.

Water Supply and Sanitation Collaborative Council (WASH) - Switzerland
For their contribution towards sanitation and hygiene for the urban poor. The Water Supply and Sanitation Collaborative Council (WSSCC) is at the forefront of contributing to global human settlements development and improving the quality of life in cities and communities around the world. The WASH campaign has been instrumental in raising water, sanitation and hygiene issues onto the political platform - acting as a catalyst enhancing both national and local political awareness to enhance the quality of life for million below the poverty line in cities through the world.

Ms. Teolinda Bolivar - Venezuela
For her distinguished career in support of the urban poor. Ms. Bolivar has worked on social and physical problems in low-income settlements, including the legalization of land tenure in low-income urban neighbourhoods
